Customers will receive 5% off bodily injury, property damage, and collision coverage per vehicle when they install a device that blocks distracting cell phone functions such as text messaging, email, and Internet browsing. Eligible drivers can receive this discount by simply installing a qualifying text blocking device in their vehicle and providing a copy of the receipt as proof of purchase via email, fax, or postal service. Text blockers are hardware/software that disable certain functions of cell phones such as texting, email, and Internet browsing while a vehicle is in motion. Only essential call functionalities are permitted such as 911 emergency calls.

Oregon has been vigilant against distracted driving since January 1, 2010, when it passed a law banning all drivers from talking or texting on hand-held mobile devices. On January 1, 2014, Oregon passed an even tougher law that increases mobile device offenses from a Class D to a Class C violation and carries higher fines up to $500. Police enforcement has been strict with cell phone convictions rising from 40 in 2008 to 22,892 in 2012.
