More layoffs could be on the way for the city of Fresno.
Mayor Ashley Swearengin made that announcement Wednesday.
City unions collected enough signatures to force a new city council debate on whether voters should decide if the city can turn residential trash services over to a private company.
Swearengin, however, says the delay will now force the city to cut costs in other ways to balance its budget.
Swearengin says she's directed city staff to implement a "deeper layoff plan" over the next two weeks.
The city had expected to receive about $200,000 a month from the franchise starting in March.
