Business Development Officer is responsible for increasing loan volume and expanding its impact throughout targeted areas and beyond. Generates business loan applications and strengthens the loan referral network using leads to achieve loan goals. Responsible for exploring and pursuing new markets for loan products, analyzing loan requests and preparing written evaluations and recommendations for approvals, and coordinating loan closings ensuring that documents are properly prepared and executed. Arranges for and coordinates technical assistance to existing and prospective borrowers to help them improve their current operations and/or future business plans.

Recommends approval of loans within specified limits, and refers loan applications outside those limits to management for approval.
Meets with applicants/clients to obtain information for loan applications and to answer questions about the process.
Analyzes information and evaluates results to choose the best solution and solve problems.
Analyzes applicants' financial status, credit, and property evaluations to determine feasibility of granting loans.
Compiles, codes, categorizes, calculates, tabulates, audits or verifies information or data.
Identifies the underlying principles, reasons or facts of information by breaking down information or data into separate parts.
Observes, receives, and otherwise obtains information from all relevant sources.
Develops constructive and cooperative working relationships with others, and maintains over time.
Communicates with people outside the organization, representing the organization to customers, the public, government and other external sources. This information may be exchanged in person, in writing, or by telephone or e-mail.
Assesses the value, importance, or quality of things or people.
Provides information for supervisors, co-workers, and subordinates by telephone, in written form, e-mail or in person.
Uses computers and computer systems (including hardware and software) to program, set-up functions, enter data or process information.
Explains to customers the different types of loans and credit options that are available, as well as the terms and conditions of those services.
Obtains and compiles copies of applicant credit histories, corporate financial statements, and other financial information.
Reviews and updates credit and loan files.
Reviews loan agreements to ensure that they are complete and accurate according to policy.
Computes payment schedules.
Stays abreast of new types of loans and other financial services and products in order to best meet customer needs.
Submits applications to credit analyst(s) for verification and recommendation.
Handles customer complaints and take appropriate action(s) to resolve them.
Confers with applicants, underwriters, managers and loan committee members to aid in resolving problems.
Negotiates payment arrangements with customers who have delinquent loans.
Markets financial products and services to individuals and firms, promoting services that may meet customer needs.
Analyzes potential loan markets and develops referral networks in order to locate prospects for loans.
Prepares reports to send to customers whose accounts are delinquent, and forward irreconcilable accounts for collection action.
Arranges for maintenance and liquidation of delinquent properties.
Petitions courts to transfer titles and deeds of collateral.
Analyzes loan data and financial statements of firms and/or individuals to determine the degree of risk involved in extending credit or lending money.
Advises borrowers on financial status and methods of loan payments.
Provides business development activities reports to Fresno CDFI management.
Frequently travels for company business using personal vehicle.
Occasional works weekend and/or after hour shifts for work-related meetings and special events.
Performs other duties as assigned.

Bachelor's degree business, finance, accounting or related area. Work experience may substitute required education on a year-by-year basis.
Minimum of four years directly related work experience at a bank, economic development organization or Community Development Financial Institution (CDFI). Experience must include credit risk analysis and loan underwriting.
Effective written and verbal communication and presentation skills.
Proficient in Microsoft Office, related business software, and Credit Union operating systems.
Ability to work independently and as a team, and motivated to achieve established goals with minimal direction/supervision.
Commitment to the work of community development and making a positive impact in the urban and rural business communities.
Maintain a valid California driver's license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier.
Successful candidate will be required to pass a criminal background investigation and credit history check prior to beginning employment.
