MADERA, Calif. (KMPH) -
The woman accused of tying a plastic rope that nearly decapitated a poodle in Madera is behind bars.
Rosalba De Gil Flores was arrested Thursday at her Madera home. Witnesses tell KMPH News she started to cry when officers put her in the police car.
Flores is accused of abusing a poodle named Clover -- or at least letting it happen.
The dog was nearly decapitated by a plastic rope he was tied to in Flores' backyard.
Animal control officers believe Clover was back there for more than a year.
But because of Clover's horrific case, Madera City Council Members want to know how many abuse cases happen each year, and how many people are actually prosecuted.
Sadly, Clover died last Tuesday.
Investigators say this isn't Flores' first run in with animal control.
Flores was booked at the Madera County Department of Corrections and is being held on $10,000 bail.
